People might often ask, “how can it be fair for God to judge people?”
By the time we get to Romans 3:20, though, we’re left convinced that God is right to judge, but with another question: “how can it be fair for God to save people?”
Romans 3:21-31 has the answer: the death of Jesus. The death of Jesus satisfies God’s right anger at human sin – the penalty is paid – so that God can declare unrighteous men to be righteous, and be right in saying it.
